A Year of Progress: One Legal’s 2025 vision in action

As we publish our 2025 Director’s Report, we’re proud to reflect on a year where One Legal has not only delivered strong results, but also shown what it truly means to be a resilient, values-led public service.
Staying ambitious through challenge
The unexpected cyber incident at Tewkesbury Borough Council could have seriously disrupted legal operations but thanks to a robust business continuity plan, agile thinking, and collaboration across councils, we kept going without pause. This wasn’t just good planning it was a clear demonstration of our ambition to protect and deliver for our partners under any circumstances. Despite challenges, we maintained control of the budget and continued to grow income while pushing forward with innovation and smarter ways of working.
Investing in our people
One Legal is now seen as a place to stay, grow and thrive. We’ve focused on leadership development, enhanced internal progression and improved recruitment branding. Two colleagues even returned to us from private practice a testament to the culture we’re building. We believe in stretching our people, recognising their contributions and making sure they feel connected to our goals because our people are our greatest strength.
Collaborating with purpose
Our values come alive through collaboration not just within teams, but across our partnerships. This year we’ve:
- Arranged Extended Management Team ‘on tour’ and regular partner check-ins
- Launched clearer service feedback loops
- Strengthened cross-team working and shared learning opportunities
The results speak for themselves: 87% of partner officers would now recommend One Legal, up from 76% last year. This is more than a statistic it’s a reflection of growing trust and shared ambition.
Smarter services, stronger data
Behind the scenes, we’ve advanced our use of our practice management system and embedded smarter systems across the business functions. These improvements are helping us streamline delivery, increase transparency and lay the groundwork for better tracking and service insight.
We’ve also grown our digital footprint, improved our website for recruitment and increased our visibility across LinkedIn extending our reach and reinforcing One Legal’s identity as a modern, expert in-house legal team.

Looking ahead to 2025/26, our focus remains clear: continue building a future-proof legal service that delivers high-quality, timely advice while driving value for money across the public sector. Whether through new ICT capabilities, stronger governance, or deeper collaboration with our partners, we remain committed to the vision and values that guide everything we do:
